Human Resources

The Authority recognizes that a well-organized human resource department is not only critical for the proper functioning of the organization but also for providing an environment where employees thrive and contribute effectively toward the security and safety mandates.

During May 2019, the Authority segregated the HR function from its Corporate Department and established a separate HR department to ensure a more targeted and efficient approach to human resources management. The payroll function was also assigned to the HR, with retaining control of upload and direct deposits to the financial institutions.

The Department focused on several organizational improvement initiatives designed to increase employee motivation and improve the efficiency of operations, through a combination of the standardization of HR practices and the introduction of new technology. Among these initiatives were the following activities:

Employee Handbook and Policies and Procedures

Management completed a draft of the Employee Handbook which is aligned with statute law and international HR standards and will provide the foundational governance frame- work for employee relations.

New Benefit Programs

The Authority introduced several new benefit programs to ensure that it has the tools to attract, engage, and retain the highest quality talent. The review and selection process has been positioned to assist in enrolling all employees in an industry-comparable new group medical plan which is to become effective June 1, 2019.

Employee Assistance Program

A confidential workplace service was implemented to support employee wellness and help employees deal with work-life stressors such as, family issues, financial concerns and relationship problems.

Defined-Contribution Pension Plan

The Authority implemented a new defined- contribution pension plan with the employer’s contribution established at four percent.

Compensation Review Exercise

The compensation review exercise was concluded. The Authority implemented a new salary scale structure with salary adjustments to achieve greater alignment with market comparators.

Employee Self-Serve Portal

Work progressed on the soon-to-be-implemented employee self-service facility which will introduce greater HR efficiency by enabling online submission and approval of employee leave requests in real time.

In addition to conducting several in-house training and development seminars to acquaint employees with the details of both new and ongoing HR-related developments, the HR department also organized team building exercises and retirement financial planning education seminars.

Position Summary

Responsible for the certification and safety oversight of air navigation services providers. Develops technical guidance materials Air Navigation Services providers;

Qualification/Requirements

  • Detailed knowledge of civil aeronautics legislation, policies and procedures; and
  • ICAO Annexes and documents on Air Navigation Services.

Minimum Requirements

  • A degree in engineering; and
  • Five (5) years of experience in managing an air navigation services operation.

Director Flight Operations

Position Summary

The Director Flight Operations oversight is responsible for the safety oversight of The Bahamas air services operators through the initial issue of Air Operating Certificates and on-going safety oversight of air services operations. The Director Flight Operations Oversight establishes work programmes for safety oversight of assigned organizations within manpower and budget limitations.

Qualification Requirements

Knowledge of:

  • A thorough knowledge of Bahamas Civil Aviation Legislative requirements regarding Flying Operations, and an understanding of international and International Civil Aviation Organization standards and recommended practices relating to Flying Operations or the ability to quickly gain same; and
  • A thorough knowledge of commercial air services operations.

Minimum Requirements

  • Associate’s or Bachelor’s Degree in aviation or business administration;
  • Possess a valid Air Transport License with a current Class 1 Instrument rating and either recent extensive training and checking experience within an approved air carrier organization or military equivalent;
  • Five (5) years of relevant industry experience in flight operations in an airline, preferably with experience in international operations, or regulatory experience; and
  • Well-developed interpersonal and networking skills with the ability to represent the BCAA at industry management level.

Position Summary

Responsible for the certification and safety supervision of aerodrome operators

Position Summary

Controls and directs the development and implementation of policy, procedures and standards for flight instructors, flight training organizations, flight testing, written examinations for aviation personnel licenses and aviation education publications to ensure a satisfactory standard of graduate pilot competency is maintained.

Qualification Requirements

Knowledge of:

  • CAA-B policies, standards, regulations, orders and procedures relating to the licensing of civil aviation personnel;
  • Current relevant industry practices; and
  • ICAO documentation relating to Personnel Licensing and Flight Training.

  • Associate’s or Bachelor’s in aviation or business administration; or
    Technical Certifications; and
  • At least three (3) years of current relevant industry or regulatory experience.

Position Summary

The Director Airworthiness oversight is the primary airworthiness interface between assigned air operators, other aviation entities, and the CAA-B. He is responsible to ensure that air operators and maintenance organizations meet Civil Aviation Regulations with respect to continuing airworthiness of aircrafts. He determines the need for and establishes work programmes for safety oversight of assigned organizations to ensure compliance with the applicable regulations.

Qualification Requirements

Knowledge of:

  • Manufacturing and maintenance operations, practices and techniques used in the civil aviation industry.
  • Detailed knowledge of civil aeronautics legislation, policies and procedures.
  • ICAO Annexes and Documents on Airworthiness, continuing airworthiness and maintenance engineer training and licensing.

Minimum Requirements

  • An Associate’s or Bachelor’s degree in aviation or engineering with specialization in aeronautical engineering; or
  • Five (5) years of experience in an aircraft engineering, maintenance or manufacturing organization; and
  • Possess or have possessed an Aircraft Maintenance Engineer License or military equivalent.

Position Summary

Direct supervision of Aviation Security and Facilitation Inspectors as they perform oversight activities ensuring compliance with national aviation security regulations and programmes by aerodromes within The Bahamas, both international and domestic air carriers, and associated service providers. Oversees the implementation of International Civil Aviation Organization (ICAO) Annex 17 (Security) and Annex 9 (Facilitation).

Qualification Requirements

Knowledge of:

  • The Bahamas National Civil Aviation Security Programme (NCASP), National Civil Aviation Security Training Programme (NCASTP), National Civil Aviation Quality Control Programme (NCASQCP), National Air Transport Facilitation Programme (NATFP), National Civil Aviation Security Cargo and Mail Programme (NCASCMP), National Civil Aviation Security Certification System Program (NCASCSP) and the BCAA National Aviation Security and Facilitation Inspectors Manual;
  • ICAO Annex 17 (Security), Doc. 8973 (Security Manual), Annex 9 (Facilitation), and Doc. 9957 (The Facilitation Manual);
  • Airport Contingency Programmes;
  • Principles, operational practices, and terminology of airport security controlled areas; and
  • Principles and practices of effective management and supervision of AVSEC and Facilitation.

Minimum requirements

  • A citizen of The Bahamas;
  • Associate or Bachelor of Science Degree in Business Administration or a related field;
  • Able to functionally read and write English;
  • At least 25 years old;
  • To have successfully completed the ICAO Professional Managers’ Course;
  • To have attended an ICAO Aviation Security Inspector’s Course, National AVSEC Quality Control Workshop, National AVSEC Training Programme Workshop, AVSEC Risk Management Workshop and National AVSEC Cargo and Mail Course;
    Experience of at least five (5) years in Aviation Security; and
  • Adequate computer skills.
