CAA-B is committed to minimizing and reducing the environmental impacts from aviation operations to protect public health and welfare; and ensure the sustainable growth of the sector. Therefore, the Environmental Department focuses on two major areas Environmental Protection and CAPSCA (Collaborative Arrangement for the Prevention and Management of Public Health Events in Civil Aviation).
Environmental Protection aims to monitor and regulate:
- CO2 emissions from Aircraft (domestic and international),
- CO2 emissions from Airport activities,
- Environmental Management Plans,
- Spill Prevention and mitigation,
- Biodiversity,
- Waste and water management, and
- Energy management.
CAPSCA aims to monitor and regulate:
- Airport emergency procedures,
- Awareness and compliance with IHRs (International Health Regulations) and relevant health related sections of the ICAO Annexes,
- Recording passenger movements,
- Public health risks, such as pandemics, volcanic ash, and nuclear fallouts, and
- Health and Safety in the workplace and encouraging best practices.
Duties are performed through the following:
- CAA-B CAR ENV,
- Draft Aviation Public Health Manuals,
- Liaising with AVSEC/FAL in implementing Public Health practices,
- Liaising with Airworthiness to gather updated information on the aircraft registry and weight of the aircraft,
- Collecting data from AO, ATC, Aerodrome Operators to calculate CO2 emissions,
- Surveillance of the Aerodromes,
- Attending intergovernmental meetings to plan the design of airports that implement environmental best practices, and
- Submitting CO2 Emissions to ICAO.
Environment and CAPSCA represents the CAA-B at the following committees:
- National Climate Change Committee, and
- National Health Adaptation Plan Working Group (NHAPWG) and Technical Committee for Climate Change and Health.
